Core conclusions:The threshold between Russian-speaking region and Central Asia is concentrated in three gates, and the order cannot be reversed. The first is EAC certification: The transition period for old certificates will expire on June 30, 2026. Only RA and RU certificates issued by the registered authorized agency of The Russian Federation Accreditation Service will be accepted by Russian Customs. Overseas companies cannot hold certificates themselves and must bind domestic legal persons in the Eurasian Economic Union as authorized representatives. The regular cycle lasts for 3 to 6 months, and the cost ranges from several thousand yuan to tens of thousands of yuan according to category; the second is the channel structure; the third is Russian materials and local after-sales sales. From January to August 2026, my exports to Russia were US$84.675 billion, an increase of 30.7%. The increase is real, but it is easier to put certification on the six-month agenda first than to negotiate orders first.
1. Look at the increment first: three figures that can be checked
Data released by General Administration of Customs of China on September 8 showed that the trade volume between China and Russia from January to August 2026 was US$185.048 billion, a year-on-year increase of 28.4%; of which China's exports to Russia were US$84.675 billion, an increase of 30.7%, and imports from Russia were US$100.373 billion, an increase of 26.5%. In August, the monthly trade volume between China and Russia was US$25.603 billion, and China's exports to Russia were US$11.851 billion. Bilateral settlement has been basically carried out in ruble and RMB, and the fluctuations in the ruble exchange rate must be separately buffered when quoting.
The increase in the direction of Central Asia is equally specific: Kazakhstan imported Chapter 73 steel products from China in 2025 reached US$900 million, a year-on-year increase of 54.7%. Transmission and distribution equipment, generator sets, photovoltaic modules and building materials hardware are the directions where demand is relatively concentrated.
2. The first door: EAC certification will be tightened in three places in 2026
EAC certification is a common access system for Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan. The certificate is issued for circulation among the five countries at a time. In 2026, this system will be tightened in three places. If any place fails to match, goods may be detained when they arrive at the port.
The first is the narrowing of the issuing entities. After June 30, 2026, the full transition of old certificates will expire, and certificates issued by non-Eurasian Union local institutions cannot be cleared for customs clearance; Russian customs only accepts certificates issued by local institutions registered by The Russian Federation Accreditation Service, and the numbers begin with RA and RU. It is no longer feasible for small and medium-sized institutions to issue certificates.
The second is that the test-free channel is closed. The path of skipping sample measurement based on overseas testing reports such as CE and CB is no longer feasible. All categories must be sent to officially authorized laboratories in the alliance to complete a full set of testing and issue a Russian report. Overseas testing materials can only be used as auxiliary materials.
The third is the implementation of electronic traceability. The Russian Federation's information system is all entered into, and only e-certificates have legal effect; some products such as building materials and electronic equipment also need to be affixed with dynamic QR codes for verification during customs and market spot checks.
There is also another identity restriction: manufacturers in the mainland of China cannot directly apply for EAC. They must have a legal entity within the alliance as the certificate applicant. The certificate holder is a local legal person. The customs clearance and receipt entity must be consistent with the certificate holder. In terms of certification types, high-risk categories such as machinery, explosion-proof electrical, pressure vessels, and children's products require EAC certificates of conformity and must be sent to sample testing and processing plants for review and subject to annual supervision; medium and low-risk categories such as general home appliances, hardware, furniture, and textiles are subject to EAC compliance declaration, mainly based on document review. The regular processing cycle is 3 to 6 months. The consequences of violating the rules are not only to deduct goods, but also to impose fines ranging from 20% to 100% of the value of the goods and be included in the list of risk importers.
3. The second door: The channel structure determines which market to be opened first
Inter-business business in the Russian-speaking region is still dominated by local importers, wholesale markets and engineering channels. Almaty, Astana, and Chimkent in Kazakhstan are concentrated places for wholesale and industrial customers. Using these cities to make the first batch of test orders and then radiate into Russia has a relatively short cycle.
Cross-border platforms can be used as supplementary entrances, but they are not suitable as main channels. Russia's mainstream platforms are open to cross-border settlement by China sellers. The number of active buyers has exceeded 67 million. The turnover in the first quarter of 2026 increased by about 36% year-on-year. However, the platform is more suitable for light and small items, standard products and consumer goods; Engineering parts, complete sets of equipment, and building materials that require on-site technical communication still require local agency and direct sales.
4. The third door: Information and after-sales are the most easily underestimated
All technical documents, instructions, labels and nameplates must have Russian version. Kazakhstan also requires bilingual labeling in Russian and Kazakh; outdoor equipment, home appliances and other products need to pass a low temperature adaptability test of minus 40 degrees Celsius locally. This kind of work is invested once and reused for a long time, and it can cover all subsequent batches if it is done first.
The real watershed is local after-sales. Equipment and engineering customers are more concerned about quality stability, spare parts supply, maintenance response and Russian instructions. The lack of a local after-sales network is the most common mistake point for suppliers in China. Including the spare parts list, wearing parts prices and response time limits into the supply plan is better than giving up 3 percentage points on the quotation to win long-term orders.
| market | Access and channel thresholds | Suitable factory type |
|---|---|---|
| Russia | The EAC certificate must be issued by an authorized authority number RA or RU, and must be bound to an authorized representative within the alliance. Russian materials and local after-sales services must be provided. | Machinery, hardware, home appliances and other factories with stable production capacity and capable of undertaking a certification cycle of 3 to 6 months |
| Kazakhstan | The same EAC certificate is common to five countries, with bilingual labels in Russian and Kazakh, low temperature test at minus 40 degrees Celsius, and dynamic QR code traceability | Engineering machinery, transmission and distribution, photovoltaics and building materials, factories that can provide local spare parts |
| Belarus, Armenia, Kyrgyzstan | Following the same EAC certificate, the terminal market size is relatively small | Factories that already have Russian-speaking customers and want to do regional replication |
5. Four-step arrangement for the first year of 6 months
- Days 1 to 30: Determine codes and regulations.Confirm the ten-digit code of the product, match the alliance technical regulations (TR CU010/2011 for machinery, TR CU004/2011 for low-voltage electrical), and lock in authorized representatives and licensing agencies.
- Days 31 to 60: Prepare documents and send samples.Complete the Russian version of the instructions, warning labels, nameplate samples and parts lists, and send the samples to the Alliance accredited laboratory.
- Days 61 to 120: Forensics and customer screening. The certificate is issued and filed, and the target importers in Russia and Kazakhstan are simultaneously checked using customs data, stratified according to import frequency and amount per container.
- Days 121 to 180: First order and after-sales plan.Complete the first batch of shipments, and disclose the spare parts list and response time limit with the after-sales contact person.
6. Common questions
1. After getting the EAC certificate, do you still need GOST-K certification from Kazakhstan?
Not needed in most cases. All products covered by the EAC unified technical regulations can be cleared and sold in five countries with one certificate collection, and there is no need to apply for repeated certification in Kazakhstan; only Kazakh specific controlled products that are not covered by EAC regulations need to be supplemented with GOST-K.
2. The certification hasn't been completed yet. Can I take the order first?
You can negotiate orders, but you cannot ship them. It is recommended to include "certificate issuance" in the key point of the contract. Sample confirmation, packaging design and negotiation of business conditions should be carried out first. Production should be scheduled as soon as the certificate is arrived, so as to avoid the cost of goods such as certificates, warehousing and detention in port costing profits.
3. Russian customers require accounting periods, how to control risks?
There are three levels of control: the payment method starts from a high proportion of prepayment and is gradually relaxed based on performance records; the buyer limit for large-scale customers to apply for export credit insurance; the proportion of any single customer in the structure shall not exceed 30% of the export value.
For factories making machinery, building materials, hardware and home appliances, the Russian-speaking region and Central Asia is not a question of "whether there is a chance", but a question of "whether certification and after-sales sales can be included six months in advance"-the order is right, the increment is calculated.
